IDBI Federal — deposit cheque without any prior call and without login the id

Sir as per the discussion with the agent of idbi federal person without any prior call and without login to the account he deposit cheque of children plan chq is clear but my other party chq got bounced so i ihave to pay penalty of 1200 rs tell who is to bear i have 3 plan with idbi this time i m very disappointed...
