Idea Cellular — Mobile number disconnection request

I have bought a postpaid Idea number at Hapur about a year ago. Due to my official work i shifted to Jhansi. From that time discontinued to use this number. About 4 month after i got the call from idea to deposit the bill and permanently disconnect this connection. Then on the declaration given by idea office that if i deposit the bill, My number will be arranged for permanent disconnection. I deposit the payment of about Rs 800 with this declaration in written. After that from month to month basis i got call from Idea to deposit bill that they have generated each month. Followed i clarify the situation everytime and they cleared me that they will arrange for disconnection that time. Right now Idea has send me the legal notice against this. Now i am unable to understand why Idea hasnt disconnect my number permanenlty.
