IGL — Refund not being paid to me

I applied for a new gas connection ( BP No. [protected])
in 2014 for the flat where I was renting in an apartment in Mayur Vihar Phase 1, Delhi. I paid a security deposit of Rs, 6000/- from my bank account. Now I have shifted to a new flat and got the old connection disconnected and applied for refund. Now IGL is saying that since the bill was issued in my landlord's name so they will refund to my landlord's bank account only. My landlord never applied for a new connection, never paid any security amount, never paid a single bill, why is IGL telling me that they will refund to my landlord. I have exchanged couple of emails to IGL customer care but they are simply refusing to listen.
