Indian Oil Corporation [IOC] — fraudulently charging customers more while filling less cng in their vehicles

I came to get cng filled in my car at priyanka service station, 4-a/2, distt centre - ii, sec - 12, rohini, delhi on 24th december, 2019.
The staff (Mr. Sunil) started filling the cng without showing the "zero reading" to me. I also noticed that he was filling the gas with the nozzle whose digital reading was not working. I asked him repeatedly (3 times) why is the reading not visible on the nozzle with which the gas is being filled? Mr. Sunil replied that the meter was working correctly instead. Once the gas was filled he told me to pay rs. 384/- which i paid using "phonepe" wallet (Copy attached). Once i got seated in the car and i was suspicious of some wrongdoing, i noticed that the cng was not full in my car, instead only 3 bars were filled instead of 4 (Which shows the cylinder being full). I asked sunil if he was sure the digital meter of the cng dispensing unit was working fine? He again said "yes it is". I told him that the cng was not fully filled and there was still one bar left. He said that since the pressure is low that is why the gas would not have filled fully. The when i confronted sunil as to why he did not show me "zero reading" before filling the gas and why he filled the gas from a unit whose digital meter was not functioning? He said that he has mistakenly charged rs.384 from me whereas the actual charge was rs 309/- i asked him to call the manager of the petrol pump. When the manager (Mr. Vijay kumar) came i told the entire sequence of events to him.
He also, offered me to take the extra money they have charged, but i insisted on filing a formal complaint. They requested that it was a mistake and they will return the money back to me which they have charged extra from me. I kept on asking for the complaint register from the manager (Mr. Vijay kumar) but he kept requesting me not to raise a formal complaint. He also told me that they will sack mr. Sunil from the job. Upon requesting several times and being persistent i was given the complaint register in which i raised a formal complaint. After raising a formal complaint in the complaints register, i took the receipt for the cng filled and got it mentioned from the staff there that they have charged me rs 384/- but later returned rs 80/- which they have charged extra (Copy attached). However, they gave me the receipt very reluctantly and upon much persistence.
It is interesting to note that, in the complaint register, i noticed that similar complaints were lodged previously also against the same staff (Mr. Sunil) for the same kind of fraudulent transactions. One such complaint was of mrs. Meenakshi jain (+91-[protected]) which was undated and then had been struck off with a pen. I called upon mrs. Meenakshi jain to enquire about her complaint also. She revealed that the same staff (Mr. Sunil) and petrol pump employees have charged her more in an fraudulent matter in the same modus operandi in march-april 2019. Then also, the manager (Mr. Vijay) has assured her that they will sack sunil from the job and convinced her to take her complaint back and that is why her complaint was struck off from the complaint register.
From the above instances, it is very easy to imagine that some serious fraud is happening at priyanka service station and the customers are being cheated in the similar manner form several months to say the least. If the staff is charging about rs 100/- from each customer who is getting cng filled from there, how much money they must have duped from people like this. The suspicious demeanors in which the petrol pump staff has carried themselves definitely points out that all this fraud is being done deliberately to dupe innocent customers. I wonder, how many such complaints must have been written off or not raised only at the first instance!!!
I request you to kindly take urgent cognizance of my complaint and look into the matter seriously and take necessary action against the culprits immediately.
