Indian Oil Corporation [IOC] — lpg subsidy directly debited to airtel payment bank account instead of state bank account

On 5th of august 2017, i received a cylinder from my distributor.in the evening, i got a message from airtel that "your lpg subsidy has been credited to your airtel payment bank account". This was the first time i have received from airtel.
Is this a new process or what will be the caused for this?
In the past, it was regularly credited to my bank account directly.
