Sub- unnecessary delay in providing LOI for new RO

Dear sir/medam,

I m kiritbhai merambhai vala resident at Fulzar, ta-Babra, Dist amreli. This is 3rd time that I have write to u and 2 times I had meet personally at ur IOCL rajkot office for discussing the query raised by you in mail from you on date 07/07/2020 but unfortunately till this above ref. letter by your mail i can't get any response from your side. I’m happy that you give response by letter for My grievance in Public Grievances Portal Registration No.:MPANG/E/2020/06177.

Again I brief it here as I had applied for new dealer RO at Hamapur, ta bagasara, dist amreli under open catagary advertised on 25 Nov 2018 wide application no. [protected]. Subsequently, on 13-Apr-2019, i have offered to arrange an alternate land admeasuring 25.00 x 20.00 at survey no. SUR NO 205P3 PLOT NO 2 which has been found not suitable as IOCL company's mail on date 07/07/20, for reasons as detailed below:

Land offered falls on State Highway. Since it i a rural outlet, offered land cannot be on State Highway.

Then after I visited IOCL, rajkot office and discuss this matter on date 10/07/20 regarding query in said location about land and I given u in writing for answer of query raised by u on mail of dt. 07/07/2020 and also sent u mail of the same on date 10/07/2020. Then I can’t got any response then again i sent u mail on date 18/08/2020 with copy second page of application guidline about Rural RO in it clearly said that location in rural areas should not on highway and outside municipal limits of a town. Our subjected hamapur location land offer to iocl is plot no 2 survey no. 205p3 is not fall on state highway as i reply your query on mail and this land is not in any municipal town limit, but this land is on approach road of village which is comes in rural area so all criteria of our guidline for new RO application is fulfill in our location.

In past you also provided some LOI to rural ROs on land which fall on state highway. Where my above said land not fall on state highway and in Recent time When other new RO of amreli district with you are get LOI from IOCL then again I visited iocl rajkot office on 14 Aug 2020 for same and I meet mr. vibhash sinha sir as well as TM shri Khurana sir and again I clarify the same.

Now i come to your above reference letter in which you said that Land Evaluation Committee (LEC) visited the site offered by me for conducting land evaluation and found that the offered land side was situatedon a proposed internal road which connects to SH 112. The proposed internal road shown in the non agriculture map actually did not exist when LEC visited the location on 03/01/2020 and the same has been mentioned by LEC in their report, which has also been duly singed by me, in the presence of LEC.

But when LEC visited my above location and i sing a document in which LEC had said me to sing the report there should no any writing in report that the proposed internal road shown in the non agriculture map actually did not exist. If it was there in report then it will writed illegally after i had sing.

Another thing is that the query raised by u in mail from u on date 07/07/2020 is that: Land offered falls on State Highway. Since it is a rural outlet, offered land cannot be on State Highway, while in above ref letter of Dt. 20/08/2020 which was I received by mail on date 24/08/2020 you said that Land Evaluation Committee (LEC) visited the site offered by me for conducting land evaluation and found that the offered land side was situated on a proposed internal road which connects to SH 112. These two mail and letter from your side have controversy that in 07/07/2020 mail u said this location will rejected due to it was on state highway while in mail dt 24/08/2020 you said that location was situated on a proposed internal road which connects to SH 112, which I had already mention in my reply to u by mail on date 10/07/2020 as well as 18/07/2020. Now you raised another query The proposed internal road shown in the non agriculture map actually did not exist when LEC visited the location on 03/01/2020, which you not mentioned in first mail on dt 07/07/2020, means even you are not sure what is the exact query but in your above reference letter you are agree with me that my above location is not fall on state highway but it’s on internal road which connects to SH 112, and you also agree that the map I submitted clearly shown that it is a non agriculture (NA) map for R.S. 205 paiki 3of which I had offered plot no.2 for the rural outlet site. The road shown in NA map is internal road marked by Town Planning Officer, I this regard I clarify you that town planning officer is a final authority who finalized map of any non agriculture (NA) land for whole district, then after Road and other common plot etc will handed over to local body like Gram Panchayat. If you required any supplement document for the internal road is village panchayats road or any other documents regarding it then I will provide you.

Even all above said truth if IOCL not want to give me LOI for my above said eligible location i want to inform you that i must have obligation to go with legal procedure with evidence of other LOI provided by IOCL in rural outlet even on state hiway and my other document of said location.

So my kind request to u for loking positively in this matter and do further process in this new RO. Feel free to talk with me for any clearification i[censored] need regarding this matter.
