Indian Oil Corporation [IOC] — unsolicited checkup of gas connection

I have a few questions to you, sir.

A) can’t we initiate a system from ioc – by which the consumer will know about the mandatory routine check up? I do appreciate the concern for safety – but the same should be initiated by the parent organisation (Similar to the banking industry who keep warning us about the transactions effected, not to disclose our passwords etc. Etc.).
B) the routine check up should be offered free of cost to the consumer – since it is a safety aspect and the charges are nominal at almost rs.5/- per month.
C) you can enforce this nominal charge for the check up – if called by the consumer. This will be similar to the charges enforced by all the white goods manufacturers – like tv, fridge, washing machines etc – where the check up is free upto the period of warranty (Which varies from 1 to 4 years – for different products).
D) can’t a consumer get his connection checked up by a professional of his choice? - similar to the option of going to a doctor of his choice – in case of illness?
E) can a distributor transfer their consumer to another distributor on their will? – i would like to point out that i have received two smss from vk-iocmkt as follows

I would be obliged if you can let me know what is the request and who has initiated this request?
