Indian Police — delay in passport verification by police

Dear Sir/Madam,

I have applied for tatkal passport file no.DL[protected].My verification goes at two places
1. dwarka
2. Vivek vihar
why two residence place verification and if two place verification why not on the same day.
why it takes 10 days to verify the place and why after verification it takes too long to submit the same information in passport office.
I got clearance from passport office on 1st May 2015 and on 3rd may . I got call from the passport office of dwarka as per commitment of passport officer.
I visited the place on 4 as per given time from him and the inspector done all the formality.
I was waiting the call from the vivek vihar police but did not get call from the office.
on 6th May I got SMS that who r suppose to verify my current address.
on 7th May officer verify everything but report r still not send to passport office.

what is the meaning of Tatkal.

Is there any guide lines of time boundation to submit the verification report in passport office.
