Indian Railways — Refund on invalid Metro card: Card No.[protected], Id: 190929

One Metro card bearing subject number was not working for a long time, both at metro in/out gates as well as balance enquiry machines. I submitted the card at a DumDum station ticket counter. I was told to come after 7 days for taking the refund. When I went to take the refund, I was told nothing can be refunded as there is no balance amount neither the security deposit of Rs 60/- will be refunded. This is unfair as I think there was Rs 70 balance and the security deposit of Rs 60/- needed to be refunded.
I request Metro Rail authority to deeply look into the case and arrange to refund me Rs 130/- due to me. I am attaching the photo of Refund Receipt handed over to me at the counter, which will give all the details.
