Individual — payment failed but no refund

I have made an online payment of my water bill to mcgm aqua dept on 21/5/2018 from saving account no.[protected] (Bank of maharshtra) of an amount of rs.2774.9 through hdfc payment gateway, the bill is still unpaid when i checked on mcgm aqua site.
I contacted direcpay, they provided following details of transaction :

Merchant order no.:[protected]
Please refund the amount or pay my water bill (Lxt3181009) to mcgm aqua dept.
