Indraprastha Gas Limited [IGL] — connection not started

I applied for the connection in october 2018. Installation and meter everything is done in february 2019 but connection is not started yet. I have called several times and complained about it in the customer care. Everytime they say it will be done with in 2-3 days but no one comes to see even. My request is either you start the connection or return our money.
