IOCL — Unethical behaviour in petrol pump and incorrect reading

This is Pinak from Kolkata. I recently visited to Asansol. On 5th August, I have visit to the IOCL petrol pump name "Asansol Energy Fuel Station" beside NH2. My car's petrol capacity is 32 liters and almost 8 liters of petrol was in car tank when I went to refuel. But when I requested them to fill till autocut, they have filled almost 31 liters of petrol, which is totally not feasible. When I have requested them with the same, they behaved very rudely and denied the things and tell me raise a complaint in IOCL. I am surprised how they fill 7 liters extra petrol in my car and charged 800 bucks extra. Everytime I use IOCL petrol pumps for refueling but never faced such issues.
