Irctc — Refund of tatkal ticket due to cancellation of train

I, R S BISHT had booked two tickets under tatkal vide PNR No.[protected] Train 12280 berth No. C1 66, C1 67 and date of journey was 20.12.2014, CC, NZM-RKM (Nizamudin Railway Station to Raja Ki Mandi (Agra). The Depature time was 7:05. The fare was Rs.1070/-. I have been waiting for refund but till date the amount has not been refunded or credited in my account.
