I am filing this complaint against IRCTC and Indian Railways regarding wrongful repudiation of my Ticket Deposit Receipt (TDR) and denial of refund for a journey I did not undertake.
I had booked an e‑ticket with the following details:

Boarding station: Cherlapalli, Near Secunderabad Station, Telangana
The scheduled departure time from Cherlapalli was around 10:30 a.m. However, the train was postponed/rescheduled by Railways to around 12:30 am (midnight). Due to this substantial delay and rescheduling, I did not travel in this train at all. Instead, I made an alternate journey as follows:
By train from Secunderabad to Vijayawada by Satavahana Express at 4:25 p.m. From Vijayawada to Visakhapatnam by bus around 1:00 am that night
I have tickets and proofs for these alternate journeys.
As per refund rules, when a train is delayed/rescheduled for more than 3 hours and the passenger does not travel, the passenger is entitled to a full refund. I filed a TDR on IRCTC for this PNR within the prescribed time. However, Railways/IRCTC have “regretted” (rejected) the TDR stating that “passenger has travelled”, which is completely incorrect. I did not board the delayed train at Cherlapalli and am 100% sure that I did not travel in that train.
IRCTC’s email response says that on verification Railways have conveyed that the passenger has travelled, and they asked me to provide proof like attendance sheet/alternate travel details. I have already provided details and evidence of my alternate journey and raised an eQuery, but my refund is still not processed.
This raises serious concerns that my reserved berth may have been misused or shown as “travelled” based only on the TTE’s report, while I did not travel. My money is being withheld despite clear proof that I used different train and bus services.
I request the forum/website to kindly treat this as a case of deficiency of service and unfair practice, and to direct IRCTC and Indian Railways to:
1) Re‑examine my case, including TTE report, reservation charts and any available CCTV/records for the coach on that day.
2) Approve and process full refund of my ticket for the above PNR as per applicable refund rules for delayed/rescheduled trains where the passenger does not travel.
3) Take appropriate action so that such wrongful “travelled” markings and misuse o[censored]noccupied berths are prevented in future.
