ITC — FOOD quantity and issues

Few days ago i went to grocery shopping with mom and i prurchased 3 Bingo packets (ITC Product)as i was hungry,
when i opened the first pack i was shocked to see that there were just 2 chips inside the packet and i ignored as average consumer ignores .
considering it as a manufacturing error, i open the second pack which was quite properly filled with the chips and air tight .
now while i was having the third packet in my hand i tried to check the packet as it felt lighter in weight so i tried to feel the chips inside the pack
and in that i can feel there are hardly 2 to 3 chips . i kept packet with me as a proof and i came home,
because there was no point in arguing with the retailer as this product is not from his house .

In this pack the net weight printed and promised is 18 grams, where as when tested its only 5 grams.

In this case it seem like there is issue in quantity check, what if there is no testing carried out in the quality check .
imagine the quality of the flour used in this is the low quality and the oil in which its getting fried is of low grade, we may never know what thw actual product is made of .

Are the companies strictly following the rules and regulation of food licensing department (fssai) ?

i am attaching the photos video proof for this particular issue in this post .

It Seems like these companies < Bingo packets (ITC Product) > are taking consumers for granted and they are selling there faulty and defected product in the market openly.
as a common customer i know that the Product after manufacturing goes under various types of testing phase,
which majorly includes quality and quantity testing which are very basic,
if this product or the whole strips would have gone through the testing phase it would have not came into the market at first place .

Still it has reached the market that means the company is not taking any strict measures in this testing phase and the defected product is still rolled out
from factrory to CNF, from CNF to Distributer, Distributer to Dealer, and dealers to retailers .
And surprisingly it seeems like each middle person has thier own profit share in such defected products,
Some one from the insider of the company may sell this defected product to some CNF, considering the cost 5 rs pack, it hardly costs a 1rupee 50 paise to manufacture,
packaging 50 paise, 2 rs rate from company, the same defected product cost less than 2 rs and its sold to cnf, and then the product goes to the lower chain and each one of them keeping the share
in this whole process the company is purely considering indian market as a low grade market and customers as fools .
Due to lack of knowledge of laws and rules and reguation indian consumers are getting fooled daily and these companies are taking advantage of this and making money out of it

now perople will think what happens if one 5 rs pack is having an issue and it can be a manufacturing error, i agree but point here is imagine if the whole
batch having same issue and this is clear case of ignorance and neglegance, what are testing units ment to do then, if these products are not at all tested.
