ITC — Gold flake cigarettes are stamped as RS 48/-&Rs60/- on same date . How it is possible without inspection? Are they spurious.

Cigarettes Gold flake are stamped as Rs48/- per pack and RS 60/- on same date and month. Is it spurious? How RS. 48/- can be sold in March when January pack is RS 60/-.
