Kotak Mahindra Bank — Withdrawal of amount without any information

I have an account in Kotak Mahindra bank since July 2015, this is the first time I am having a hurdle. on 20/12/2016 i purchased an turbo oil worth Rs.399/- (PCD/[protected]/SHELL ARCHIT ENTERPRISE/ES MAIN ROAD[protected]. 00 ) and I was swiped for 399 . But on 06/01/2017 I was charged again for 11.50 (TIPS/SCHGS/EXH/[protected]/SHELL ARCHIT ENTERP (Value Date:20/12/[protected]. 50). I dont know how they can charge me as the charges are to be paid by the Merchant not payee and when i took this matter in twitter and through callsto the concerned in kotak mahindra bank ..they are saying its done from merchant side...but the question is if i am swiped for 399 i am liable to pay 399 not 410.50. its not an matter for 11.50 as I spend more than 50 through calls. I want to know where are we standing ..pm says go cashless and these people are charging whatever they want, whenever they want because our money is with them . Kindly Help me as its not d matter of 1 person as these people are doing the same with everybody.
