LG Electronics — Lg g4 pcb changed but no job sheet created for future tracking/warranty claims. Money charged.

Below is the detail:

In dec 2016, my friend (Rajesh verma) approached to lg service center of haldwani to repair my lg g-4 handset (Registered emai:[protected]@yahoo.in).
(Registered office:h-12u/1, durga city center haldwani, nainital
Phone : [protected], [protected]).
The phone was not booting up and sw was hanged.
They asked for my bill which i sent them by mail as i am physically located abroad and mr. Rajesh traveled to india for leaves.
After that, they informed to mr. Rajesh that it require motherboard change and can only tell the total cost of repair once they check it properly.
Mr. Rajesh left the phone with them. They called him after some days and told that they will request a approval for motherboard change to lg and if approved they will only charge only for services and not for motherboard.

So they told my friend to leave a cheque of rs. 23130 with them and if the approval is granted they will cancel it.

My friend traveled back to argentina with repaired phone in first week of jan.
In second week, he wrote the mail to service center about the update but no reply was there. On 14th jan, they reply with just a photo of imei of changed phone and it was discovered by mr. Rajesh that cheque was debited to his account.

I was at least happy for first 2 weeks that phone is repaired although i payed a big amount but unfortunately, after it the phone developed again the same problem.
I had no choice just wait for someone to travel back to india to carry the phone.
I got the phone delivered to my father in lucknow this april end. My brother took the phone to lucknow service center and then only i came to know about the fraud by haldwani service center.
The lucknow lg service center told me that there is no job sheet uploaded in their internal tracking system for my repaired phone.
My brother called the haldwani service center and ask them to send the job sheet to lucknow service center so that he can get it repaired it but to the surprise no job sheet was created was them. Instead the attached 02 job sheet with false address/ billed amount were loaded.
I my self called the haldwani service center and reported it to lg india fb page on 03 may 2017. They gave me number of mr. Vipin (Area service manager, [protected]).
Mr. Vipin assured me that he will help me out to get the matter solved but he is now asking me to send the haldwani to get it repaired.
I told him i need correct job sheet to get the phone repaired in lucknow itslef. One of the engineer at haldwani service center (Mr. Ajay) called my brother to pick the phone from lucknow physically.

But i denied as there was no communication (Official) and verbally they want to take the phone to haldwani. I sent whatsapp to mr. Vipin to send me a mail with detail that they are going to pick the phone and and send me the responsible person contact details/email. But it seems that mr. Vipin itself know about the fraud and want to hide it.

I want this issue to be addressed. Kindly let me know the proper steps to file in a consumer forum.
