Mahanagar Telephone Nigam [MTNL] — charged for wallpaper for which I never subscribed.

I got the following msg on 14/05/18:

"thank u for subscribing desi celeb wallpaper service. You have been charged rs.20 you will avail this service for 15 days"

I never subscribed for anything. When i called the customer care, they told that my number is not showing there and that i need to contact sanchaar haat. At the sanchaar haat they said that they can't do anything and that i have to talk to customer care.

Currently i have having mtnl's bb-800-6m plan which was working very good in march month after that i was out Mumbai and now the charges were collected by mtnl is according to new plan but the speed right now i am getting is 230kbps downloading but that speed should be 750kbs
