Mahanagar Telephone Nigam [MTNL] — MTNL Landline & Broad band service dead since one month

Dear sir,
This is to inform you that I have been using MTNL services since last thirty years. My landline 26714543 and broadband internet is dead since one month
I have sent mails and personally met Mr. Tiwari Ph 26713388 three times at Andheri telephone exchange, Lallubhai park road, Andheri West, three times personally and lodged written complaint (attached).
After visiting MTNL office three times wasting my precious time and calling several times Mr. Tiwari directed me to lineman MR, Chandu mobile no [protected]
I requested Chandu but it appears to me he is only giving excuses saying cable fault when cables are absolutely fine because in my society itself MTNL line just below my floor is working on flat 101 (phone no[protected] which you can verify
This clearly means Chandu line man has indirectly been giving excuses and unnecessarily taking time to fix this minor problem nor he is giving and specific time period like a day or two to resolve the problem.

I called Mr. Patil from MTNL from General Manager’s office Ph 24334455 who promised to look into this but nothing has been done so fat even after calling repeatedly who says they have been forwarding our complaint to Tiwari and Lineman Chandu but they are doing nothing.
Its s pretty clear that in my same building (Pacific Tower B Wing Sagar City) and just below my flat (402) MTNL phone 26712018 of an MTNL employee Name Nutan Samel (Flat No 101) is smoothly working but only for my phone 26714543 in same building the Lineman Chandu says cable fault & t doing nothing & yet MTNL is sending bills.
Is it true that its MTNL policy now that money should change hands to get our complaints resolved?
Mr., Patil then gave phone of Mr. Sanjay Khare MTNL general manager Ph 26153200 sitting at Bhandra Kurla office and I have been calling him nonstop throughout the day for last one-week days but Mr. Khare too seems to be as irresponsible as his subordinates that he has no courtesy whatsoever to even respond to the calls of MTNL valuable clients.
So, I have now received bill from MTNL for this month. So, should I pay when no service is available or close to MTNL and turn to better service providers as Tata, Reliance, Airtel or others?
I have now really decided to close MTNL connection after 30 years of my association and going to demand an explanation and compensation for my business loss for such long period especially because MTNL concerned persons right from General Manager Mr. Sanjay Khare to Mr. Tiwari have been doing nothing.
and take this matter of corruption to all channels of seeking justice including the press.

I have not seen in my life such irresponsible chain of personal right from lineman to general manager who are sailing in the same boat taking MTNL customers for a ride and getting paid from our money for such poor services.
Customer care numbers always run a message that they are busy throughout the day (Indeed surprising).
Is this not open cheating and taking consumers for a ride?
I have mailed repeatedly to following but no response whatsoever until today

customer care 24 Hrs., busy and requesting to call after some time which is a prerecorded message throughout the day[protected],[protected]

I warn MTNL that if my issue is not resolved in couple of days then I run out of options but to initiate my action and make this matter public with names of responsible officials who turn a blind eye to make MTNL fall from grace.

It seems that MTNL wants to lose even its few existing customer and permanently close down its business soon if such attitude continues I near future
I am a NRI and going to take this matter to international channels of seeking justice including the press
