Mahanagar Telephone Nigam [MTNL] — Online recharge successful but not applied to the account

Hello,
I am trying to recharge my both ( two ) the MTNL numbers since last 10 days, surprisingly it is sussessful every time as per the message received after transaction however non of the time it get applied to my number.
I tried ( 75 Rs validity recharge, and now STV 153 ) . can some one help here not sure where this money goes and how could I get refund on this.
