Mahanagar Telephone Nigam [MTNL] — Phone # 28461234 out of order for 4 months

The Phone line has been out of order for over 4 months now - when I visited the Samta Nagar MTNL Office I was told that the cable has been stolen and it will take some time to replace - but MTNL is raising a Bill every month which I am paying on time - so their service should be restored promptly - such a system of paying for not providing a service cannot continue forever
