Mahanagar Telephone Nigam [MTNL] — phone not working

I am complaninig many times on complaint no. But not responce. My telephone no. 23935848.23831501. Many times but not responce line man come and not thier work properly. He ask me to give chai pani. But i refuse. I ask many time to change my telephone no.in other dp but they can not do. After complain a telephone come from mtnl your complaint resolve or not. I many time ask my complaint not resolve. Thanks and regards anant jain
