Mahanagar Telephone Nigam [MTNL] — refusal to refund my security deposit

Yesterday i surrendered my landline. I had paid a security deposit of rs 8000/ on 06/12/89 under oyt category. The company instead of refunding took a voluntary deposit from me saying i owe the company money. I have settled all dues, paid the bill too. I want them to refund the security deposit with them.
