Mahanagar Telephone Nigam [MTNL] — Sending bill on deactivated account

I was using an mtnl connection mainly for the broadband usage and very frustrated with the frequent disconnection & poor service support. So, i stopped using the connection (For both call/data) since oct 16. After one month i received the account has been deactivated because of the non-payment. But still mtnl is sending me the bill every month. Now, i don't understand, if the account is deactivated, why the system is generating the bill every month?
