MakeMyTrip India — Withholding refund

Spice Jet have emailed me that they have refunded the money to make my trip. Make my trip is not refunding the money to me.
Similar situation with Indigo.
Make my trip is not contactable by any means. Their website tricks you to choose " cancelled by airline option " but when you choose this it comes with " cancelled by passenger " and then offers no refund. It is totally fraudulent and shameful that the company is stealing from its customers .
Can you report makemytrip to a consumer court and or Civil aviation Authority for fraud.
Below is last correspondence to them but no reply for months.

You are illegally holding my refund and not contactable .
I hereby issue legal notice of fraudulent practice by your company for not forwarding a full refund made by Spice Jet to you as per the email below.
Not only is this in court but the Civil Aviation Authority is being advised of your criminal and fraudulent practice so that your travel agent license can be revoked.
Kindly forward this to you head office legal department
