Maruti Suzuki — Billing Policy in case of Exchange offer

We had purchased a swift dzire against exchange offer but the bill issued by the dealer is net off by the exchange value of car so i want to know the billing policy weather bill should show the gross value of car and then exchange value should de deducted. Thanks
