Metro Railway, Kolkata — non refund of security deposit of smart card.

With ref to above i am extremely sorry to complain against the metro railway, kolkata and it was seen so many times that they totally cheat the public in the way of taking sec dep and at the time of refund they make so many types of excuses for which any passanger were ubable to fight.
In my case i had submitted my master card no.[protected] which was totally new active till i used it at the time of entry from rabindra sadan metro stn & just at the time of exiting at belgachia it did not work it became inactive while checked by security personnel at there as well as stn master & suggested to submit it and take refund. Most of thing just a day before i had recharged for rs.500/-
After submitting on 23/8/19 at belgachia station vide r/sc no.[protected], sl - 1904, id - 76169 vide refunded on 30/8/19 rs.560/- by adjusting all discounts and any others on highly pro rata basis except security deposit held with them of rs.100/- which was totally denied to refund on any way & show me so many reasons, again on arguments they were unable to point out in my card any type of damage/torn/mutilation etc etc.
For future it was suggest that it will be refunded only on working condition, i mean i can exchange my card on daily basis as i purchasing the tkt/ token & at the time of exiting i can submitting it to st master. Why anyone will be surrender these type of monthly/ master card?? Why you accept the sec dep if you could not refund back???
Pls take a steps to stop these type of malpractice in public. It is not the question of rs.100/- but it was totally unfair practice followed with passengers for which no law in our legislation made agst govt enterprises...
This type of malpractices spoil the faith in public. Resolve my problem if can do by taking any steps to prevent these.
