MTNL Delhi — Cheating on Internet Speed

I am paying Rs 1900 for a 2 Mbps broadband plan. But I am getting only 0.5 Mbps speed which is worth only Rs 600. I am facing a loss of Rs 1300 every month. I have lodged several complaints over the years, but issue is never solved.
