MTS / Sistema Shyam TeleServices [SSTL] — Non refund of recharge

I am BP Nayak have an MTS data card no [protected].
I recharged my prepaid data card no on 24th Dec 2015 but unfortunately the recharged was not processed and I waited for about half an hour to activate the same recharge on my data card as the amount was already deducted from my credit card.
When I didn't see anything on my data card for next half an hour then I made a call to customer care and he insisted me to re recharge your data card as the maximum time was over and the amount deducted from my card shall get back to me within a week.
On the wordings of customer care executive I reinitiated the recharge and the recharge was successfully processed and at the same time within gap of a minute I also received a mail stating the recharge status of my previous initiated step.
Then I didn't made any call to customer care as the executive told me to reinitiate another recharge but when I didn't get anything on my data card no for more than I week then I made a call to customer care and the executive told me she value my concern and the amount shall be refunded to me within 2-3working days .she also generated a complait id (Jan/2619) and told their customer care executive shall get back to me within 16hours.
However I didn't receive any reply neither via mail nor voice call then I made a call by myself asking the status of my complaint this time the executive said the there will be no refund given to you as this is against their norms and thereafter I formally sent a mail to their customer executive and had conversation that come out with some unimaginable way.

As I told you I was told at the time of making recharge that the amount of Rs 1599 shall get back to me after one week and I didn't try to contact your customer care cell as the rule of refund was clear to me but I didn't see anything in my credit card account for more than 10days as I thought this might take some more time and finally I made a call to your customer care on 9th and executive told me she has initiated my refund process as there was no refund in process to me.
And she also provided me reference no if need I can also share with you.
Second I recharged your plan of Rs 1599 according to my data consumption if you provide me data for the additional recharge that if very unfair in fact we should say MTS do interested to acquire the money of their customers in a very unmannered way.
I do not want to have any further discussion request you please do refund my Rs 1599.

I want to come to your notice that before initiating another recharge i made a call to your customer care cell and the executive advised me to re initiate the recharge because the maximum recharge processing time was already over screen shots are also attached in my previous mail.
I am really shocked to see your kind reply on this issue. another thing your customer care cell doesn't even know how to give resolution to customer's query some says the refund amount already processed and has already been credited to the source from where the payment was made. some says the refund takes about one week to be credited into customer account.
Hope your kind positive response will not force me to take some strict steps.

But after making payment for second recharge for the same value i received the receipt for both the recharges.
