Nsdl E-Governance Infrastructure — Pan portal failed transaction amount is not refunded

I try to update my Name and address on nsdl Pan portal for my Pan card. Payment successful done at nsdl bill desk and at nsdl portal side I got error message saying that name and address change is not possible at nsdl portal side for my Pan. But the deducted charges are not refunded back till now.
