Panasonic — Panasonic tv not working properly

I bought a 52 inch plasma tv in april 2013 and in october 2014 suddenly it had this black strip near the middle of the TV... I switched it off and on and changed channels but and it comes and goes ... it was repaired by Panasonic's service engineer by opening the black panel and scrubbing a section with a rubber... but in march 2015 it happened again... the same black strip at the same place... once again it was been repaired and i paid 200 rupees and then 5 days later it was back... now i got a call from a service engineer saying he has a spare panel/mother board that he can fit and it will cost 12, 000... whether i go through the authorized Panasonic company or not... they can do this on a personal level too... there will be no warranty or guarantee about it happening again... it can happen again and they will not be responsible!!! so i just pay 12, 000 without any guarantee of a cure... because any way the black strip comes and goes (the service engineer says he's changing the mother board, the call centre guy says it's the panel!) ... as far as i'm concerned it's full on fraud from the service engineer and service centre in Mumbai...
