Paytm — Bill Payment of Vodafone Mobile no. through not done; amount deducted from bank account

Paid 522rs to Vodafone Kolkata using paytm. Vodafone did not receive money. Paytm claims it has processed the amount. It's been 3 days and paytm is neither confirming with vodafone nor making any refund. Also the cashback amount to be obtained from Paytm against this transaction has not been paid by Paytm yet. Paytm is not responding to my emails. Even they are not allowing me to raise ticket against the issue. Furthermore whatever I am trying to click on Paytm website, ridiculously directing me to a sales page of Paytm (https://paytm.com/shop/h/brand-store/fashion-sale?src=gtr1)
