The issue has got resolved now. I had lodged a complaint through Akosha and paytm acted on that complaint.
But they did not responsd to the mails which I send. I am thankful to Akosha for the help rendered. It was through their follow up the issue got resolved. Related to PayTM service I am not happy at all as they did not bother to responsd to my emails.

I had a PAYTM wallet balance of 500.
I did tata docomo recharge of 150 which failed and no recharge was done on 19 Nov 2015.
My PAYTM balance was reduced by the same amount and not yet reflected back.
After that i attempted another transaction of rs 150 on 20 Nov 2015 which was successful and amount was deducted again from my PAYTM wallet.
I have not yet got the refund back for the failed transaction.
When i contacted the PAYTM customer care, they kept on saying that they have not received an amount from bank.
I don't understand why they said so as amount was used from my PAYTM wallet which was added long back.
I have been billed from the bank for that amount add transaction.
It is crystal clear that amount was used from the wallet and should be added back to the walllet in case of failed transactions.
I think PAYTM always tries to fool their consumers.

I have a transfer Paytm wallet to Paytm wallet 12/12/2016, 5000 rs. Received Paytm wallet confermetion msg. But not received amount . this trangction I'd. [protected] is Champlain ticket no. 13273206 not resolve mi issue before 6days .
Please conform my issue resolve .

i have the same issue i made payment on 17th march on ebay.and amount got deducted from my account but order was not placed. i contacted [protected]@paytm.com and wrote 12 emails but did not get any reply.i even contacted their grievance officer but did not get any reply. then i was given the billdesk order number.i contacted them and they confirmed that paytm did not approve the transaction and hence it got failed. but paytm is not ready accept it and are not refunding 1080 rs which got deducted from my wallet.till date i have not received any reply from paytm.
