Paytm Mobile Solutions — mseb bill payment made, but transaction declined and amount debited from account

Address:E/1,EMERALD CHS ,401 FLR,GGS MARG, HIGHLAND PARK,MULUND WEST,BHANDUP COMPLEX, Mumbai City, Maharashtra, 400082

Was making payment to mahavitaran mseb electricity board online. Transaction done and rs 1290/- has been debited from axis bank a/c. Via inb/[protected]/paytm mobile solutions pvt.
But mseb shows payment declined. When checked with axis bank they said beneficiary paytm mobile solutions pvt has been received the payment via prn no [protected].
You are requested to refund my amount rs 1290/- or credit to mseb at the earliest. Also confirm me the same
