Paytm Mobile Solutions — non-refund on account of failed recharge

On 30.01.2019 i recharged jio number of one of my family members [protected] for rs399/- from my netbanking sbi anywhere. The recharge failed and a message was received on the same date 30.01.2019 on sin [protected] at 07:04 pm that the recharge has failed. The amount got debited to my account number [protected] maintained at sbi talab tiloo, jammu. I contacted the bank and they told me that the amount has been paid to the client. On contacting jio, i was told that the amount has been paid back to sbi. Despite lapse of more than two months, the amount of rs399/- has not been refunded to me.
