Paytm Mobile Solutions — Not refunding amount

I have made an order on april 6th, 2017, order no.- [protected] and
After 12 hr i have cancelled that order due to few reason and i asked
Refund,
Paytm said:
As per our concern team remarks, i would like to inform you that kindly contact the issuing bank customer care for the cards with refunded bank txn id no. [protected] and refund settled on 07/04/2017 for order id: [protected].
I have talked to bank customercare, bank said ask your merchant for
Refund, txn id provided by you of no use
Paytm surrendered, my refund is still pending... 20 days has gone
