Paytm Mobile Solutions — payment through paytm gateway and payment failed but not refunded

I will pay through my debit card from paytm gatway my amount was deducted from bank but not transfer to west bengal electricity distribution company limited they said the payment wqs failed but i did not get any refund my amount was 1345.22 i want to get back my money as soon as possible the payment date is 14th of oct 2017 i have transaction id by debit card-othpg[protected]one 97 communication t -
The amount total debited 1345.22. And i have received one more transaction id in my wbsedcl slip tha t is [protected] and payment gateway paytm bp no is [protected] invoice number is[protected] and the bill amount was 1332.95. I want this money back immediately thank you from prasoon mishra
