Paytm — Paytm declining refund for product that wasn't delivered

The scenario - I ordered diapers on 21st September with an offer of 40% cashback using credit card. The entire amount (100%) got debited from my account and I received the cashback (40%) in my paytm wallet. I waited patiently for the product and finally got a message stating "item delivered" on 28th September but the item was ACTUALLY NOT delivered. I immediately called the customer support and they promptly acted (as if they were waiting for my call) by crediting my paytm wallet with 60% of the amount i initially paid using my credit card. On requesting for refund of the other 40%, I was told that its against the policy and it will remain in paytm wallet for future use. The trap - By doing so (read above), Paytm is running a kind o[censored]nethical business. It is charging its customer 100% for a product by luring them to some kind of cashback. The products, on four out of ten occasion, doesn't reach the customer and Paytm very large-heartedly returns just a part of the amount actually paid by the customer. In effect, Paytm is piling up money through this unethical mean and definitely enjoying a hefty interest off its customers' wallet accumulation. The negative effect on customer - The customer hoping to get the product delivered is saddened when Paytm fails (4 out of 10occasion) to deliver the goods. In return, customer gets back only a portion of the money he/she has already paid. Now suppose, the customer has reached the limit of the credit card while making the payment for the product on paytm. When paytm fails to deliver the product, the customer would then look to buy the product from market and would need the money in full but paytm has declined to refund 100%. So, the customer is placed in a helpless state and would go begging. What a shame paytm!
