Paytm — Paytm is payment gateway of irctc and it did not refund the the refunded amount and sowing refunded

Paytm is not refunded the refund amount to the bank and irctc sowing refunded ant paytmg is the sowing as the bank. What fraud is going on between irctc and paytm. Please help to recover my amount. Detail are here-
