Paytm — Recharge status:waiting, non-receipt of refund

I made a special recharge of Rs. 16 (reduced std rates of Rs. 0.40 for 21 days) around 9 AM. My bank account got debited with the amount but the transaction status was in waiting. I called the customer care number and the computerized voice operator informed that the transaction was unsuccessful and that the amount has been refunded to my Paytm wallet. It is 11:35 now but I have not received any confirmation (email/sms) nor has the refund been credited to my Paytm wallet. I have to make important std calls to clients because it is my work but I cannot afford to be charged Rs. 80+ if I am on call for an hour! I need the recharge status to be successful immediately by today.
