Punjab National Bank [PNB] — denied for pension withdrawal

Dear sir,
I dalbir singh pundir s/o smt. Bimla devi w/o kunwar singh r/o h. No.48, shere punjab avenue, majitha road, amritsar having my mother family pension account with punjab national bank branch guru nanak dev hospital majitha road, amritsar ref account no.[protected]. Yesterday i have visited the concerned branch with my mother to withdrawal 45000/- from my pension account where concerned branch manager mr. Dev raj sharma denied to withdraw the pension due to non availability of pan card and told me that i am not authorize even 2000/-without pan card because there is a rbi notification for the same on pan card. My mother is serious bed patients she is very weak due to her lumber spine injury and other health issue even she can not sit and i know how we reached over there. But due to this my mother was bounded to sit 3 hours in the car out side bank branch.
When i asked him to show me the rbi notification he totally denied for the same my mother and i totally harassed by the concern bank in so many times i ask him so many times my mother can not able to make her pan card and shown her original adhar card but bank not treat me as customer he treat me as very bad manner. Bank harassed mentally me and my mother. I felt very bad for they treated my mother bad.
Kindly now please advice what should i do and how will my mother withdraw her pension.
