SBI — Complaint against TATA-SBI Credit card

I did a transaction on 1st October 2014 of Rs.3750 ( on the bill shown on 3rd October 2014). It showed failed/declined in the last process.
I had attached the snapshot of the declined transaction. Also I had attached merchant copy whwere there were no records & shared with the company,

I had raised the complaint request on 13th October, 2014.
After constant follow ups, their team mailed me that they are giving me temporary credit limit of the declined amount.

However they told me maximum time for closure of such disputes is 120 days from date of receipt of dispute form but now 120 days are already gone. The amount is still shown in my statement with all the interest applied to it.

I am fed up now. Please help!!
