SBI — Foreign currency transfer/Remittance

I am an SBI customer and using NET BANKING for Foreign transfer, not able to transfer fund to Europe(Spain)
1. Log in to SBI website personal banking
2. Go to Fund/Transfer section
3. Click on Foreign currency transfer.
4. Fill the details, not able to transfer funds, its happening from past three days and customer care and bank is not able to resolve it
5. the error is "NOT ABLE TO CONTACT EXTERNAL SYSTEM" PLEASE TRY LATER.
Trying from past three days, nothing working(19 JULY 2022)
