SBI — What is DOM/Surcharge/tips

I have been charged RS.2.88 AND 2.31 and so on AS DOM/SURCHARGE charges for recent days when I am using SBI debit card AT FUEL STATIONS.

While the Central Government is promoting and encouraging cashless transactions and even declared 0.75% discount at petrol pumps for card payments, the SBI is subverting the whole idea by charging an excess payment as DOM surcharge.
