Standard Chartered Bank — credit card dues even after trying multiple times and came back after 19 years for payments

My father took credit card with scb in 1999. It was requested for cancellation by my father at that time and also reached to scb for settlement.

My father raised a case in court for the same issue after receiving a telegram from bank saying need to pay credit amount. Do the company has right to come back in 2018 for settling the amount due on the card. What would be the best way to handle this situation. Was it only the cibil score which will get effected.
