State Bank Of India — atm not issuing

sir i am going to angola next month and there mastercard usage is high than visa so i applied for 2 atms to my account no. [protected] on nov 18 (staff personnel said today is masterday ) and nov 22 (staff personnel said today is visa day) but on dec 01 2014 i recieved atm and it is global debit card with visa logo which was issued on nov 18 and they had rejected atm applied on nov 22 and they are not responding and they are telling we dont know anything and told to contact c.care but c.care people telling go and enquire in branch and they are playing with me and creating mental torture to me even the branch manager saying he dont know then i asked them i[censored] dont know anything why you told today is master day or visa day or rupay day and he gives me noresponse
