State Bank of India — home loan subsequent disbursement

I have an approved loan from sbi hl, baner, pune. Total loan is inr 45lakh, as approved in the year jan. 2017. I have got first and next 3 subsequent disbursements against this approved loan amount.
For my 97% completion amount. I received demand of rs. 490, 000 from builder. As per standard system, i raised the subsequent loan disbursement request on sbi hl section thru their official mail id racpc3. [protected]@sbi.co.in and copy to my hl agent ms. Pranali patil, who is liasoning with subsequent disbursement department. I raised request on14th august. Though i was following up. I did not get any feedback from disbursement section. By september end, i got the information via pranali that sbi hl does not have sufficient staff. Hence, disbursement scrutiny and payments are happening with slow pace.
I was asked to resend the complete approcation again with all attachments at one go. Hence, on 2nd oct. I sent the mail with desired attachments again. It was told then on phone, that disbursement will happen in week's time.
But, after almost more than 15days... No feedback from sbi and my agent sopped receiving the calls.
Disbursement section is not responding. I have to download my investment and pay it to the builder as he is not ready to for any more time...
Pl suggest, if there is any way, i can get some relief as consumer of sbi hl?
