State Bank of India — regarding demand draft

holding bank account number [protected] from shastri nagar branch Ghaziabad named Kundan Vashishtha.I made a demand draft from state bank of india ssd inter college branch ghaziabad.branch code-10656 .currently i am posted in Mumbai and i got annual leave only once in a year the validity of bank draft is 3 month so i made a authority letter in favor of my brother and asked the manager to refund amount to him but they didn't accept it and refused it.how can once can deny an authority letter????.if i die somewhere it means the demand draft money will go to branch?????or what if its validity expires???i want to make a complain regarding that state bank of india ssd inter college branch ghaziabad.branch code-10656.kindly suggest me what to do with that draft as it next to impossible to get holiday to cancel a demand draft .The demand draft number is 245706 serial number 457836 dated 05/06/2014.
