State Bank Of India [SBI] — 1300 rupees deducted for health insurance for the second time

I opened a savings account in State Bank in 2021. The bank manager told me that 1300 rupees will be deducted for health insurance to open the account.I don't know whether RBI rules have it or not ?? Although I accepted this demand of the manager.

But after that i.e. after 1 year on 15th June 2022 again 1300 rupees were deducted from the account. I went to talk to the bank, the bank manager gave me a personal number[protected] .And asked to talk to him and he also said money will be refunded soon.
It has been almost 6 months and I have not received any response from the bank. I go to the bank many times and talk to them, they don't take my words seriously.I wrote a letter to the bank and if they don't refund my money soon I will complain. Even they did not respond.
I had to be harassed again and again but I did not get the refund.

Updated by Soumendebnath Sir I opened a savings account in state bank in 2021. Then the bank manager said that now when you open a savings account, you have to pay 1300 rupees for health insurance one time. I don't know whether it is there in the rules of rbi or not? But still I accepted. And the manager told me that this 1300 rupees will be deducted only one time. But after that on 15 June 2022, 1300 rupees was deducted from my account again.I have not signed any insurance form either. I also told the bank if I don't get the refund then I will complain but no action taken by the branch manager.
When I went to the bank and talked about this, they gave me a personal number to refund the money[protected].
Although I was assured by the bank, I have not received a single rupee refund. I have submitted many applications but the bank has kept it to itself. As a result I wrote my complaint in a letter and sent it to the bank through post office but the bank did not take any action.
By doing this again this year on 15 June 2023 1300 rupees were deducted from the account. When I spoke to the branch again they gave time after time but no action. I was told by the manager to make another application and wait for 15 days. I. It's been more than 20 days since I applied and haven't received a single refund.I have been harassed for a long time.
